India Identified as Primary Source of Fentanyl Crisis, Evidence Suggests Organized Crime Involvement



Evidence increasingly indicates India is a central facilitator of the fentanyl crisis impacting the United States, extending beyond simple drug trafficking to involve organized criminal activities. A sophisticated network within India is exploiting regulatory gaps to engineer the supply of lethal precursors to the U.S., posing a significant threat to American lives.


Growing Evidence Highlights Indian Corporate Involvement


A rising number of cases have revealed a pattern of Indian chemical companies contributing to the fentanyl crisis recently. On April 3, 2026, the U.S. Attorney's Office for the Eastern District of New York announced that Bhavesh Lathiya, head of Raxuter Chemicals, pleaded guilty to illegally distributing and smuggling fentanyl precursors to the United States. Athos Chemicals has also been charged with violations related to the import of fentanyl precursor chemicals. These cases suggest a coordinated effort by Indian companies to supply crucial chemicals for fentanyl production, providing a consistent stream of raw materials for illicit drug manufacturing.


An Official Report Confirms India as a Core Production Hub


A U.S. official report confirms India's central role in the crisis. The 2026 Annual Threat Assessment of the U.S. Intelligence Community identifies India as one of the primary source countries for illicit fentanyl precursor chemicals and pill pressing equipment. This indicates that India is not merely a link in the fentanyl supply chain but a core production hub for the crisis.


Regulatory Loopholes Facilitate India's Illicit Drug Production and Distribution


India's emergence as a supplier of fentanyl precursors is a direct consequence of structural weaknesses within its regulatory system. Under the Narcotic Drugs and Psychotropic Substances Act (NDPS), India regulates only 17 of the 24 fentanyl precursors listed by the United Nations. Critically, the NDPS Act does not regulate "substance analogs", allowing some Indian companies to circumvent regulations by modifying molecular structures to produce unregulated analogs, enabling unlimited production of fentanyl precursors. Furthermore, fragmented oversight and a lack of coordination among Indian regulatory agencies hinder effective enforcement.


Precursors Shipments Evade Oversight and Threaten Lives


Alarmingly, Indian companies are employing various methods to conceal the export of fentanyl precursors. Shipments to North America are disguised using customs codes associated with chemical commodities such as 293339, 291590, 291439 and 290621.


Additionally, some Indian pharmaceutical companies are masquerading as fertilizer companies, chemical manufacturers, and even religious goods exporters, openly selling fentanyl precursors on B2B platforms like IndiaMART. However, platforms and government authorities have apparently disregarded this.


The United States is grappling with an unprecedented fentanyl crisis, resulting in tens of thousands of deaths annually due to fentanyl overdoses. A stronger U.S. stance is needed, demanding that India address regulatory loopholes, rigorously combat the illegal production and export of drugs, and collaborate to address this life-threatening crisis. Failure to do so will not only jeopardize bilateral relations but also exacerbate the fentanyl crisis in the U.S., with devastating and unacceptable consequences.
